Session Overview
Satisfy your annual BSA update training requirements.  NCUA and state examiners are committed to enforcing the Bank Secrecy Act (BSA), so complying with the regulation should be a top priority for every credit union. Get the information you need to ensure your training requirements have been met before your examiner walks in the door.  Attendees will take a close look at the requirements of BSA and the Customer Identification Program (CIP); receive an overview of the Office of Foreign Assets Control (OFAC) and the PATRIOT Act; review policy requirements and examples of noncompliance; identify the penalties that regulators could potentially impose on your credit union; review CTR and SAR filing requirements and much more.

During this session, credit union volunteers will:

• Understand the importance of the BSA risk assessment
• Discuss various emerging money laundering risks
• Learn BSA reporting requirements, recordkeeping requirements and written program requirements
• Learn what is required in the Customer Identification Program (CIP)
• Understand Currency Transaction Reports (CTRs), Suspicious Activity Reports (SARs) and what staff must do to comply with reporting requirements
• Review three stages of money laundering, and red flags
• Understand why the BSA is important to the credit union and its regulators
• Understand the role of the board in providing oversight, and assuring compliance

About Your Speaker
Andre Lucas
Director, Compliance - MD|DC Credit Union Association 

André A. Lucas also referred to as Smokey in his former years as a collector, is the Director of Compliance. Andre’s current responsibilities include an active involvement in consulting with affiliated credit unions on operational issues; policies and procedure development, and federal and state compliance issues. André also provides training in the areas of Bank Secrecy Act (BSA) and Collections, and conducts on-site BSA testing/reviews for affiliated credit unions. André began his career in the financial industry as a Loan Officer/Collector with American Finance Company in 1977. Spending a large portion of his workweek collecting in the field, André quickly became recognized for his strong ability to collect face-to-face and recover collateral.

André began his credit union career as a Collection Officer with Pentagon Federal Credit Union in January, 1984. In July, 1986 he accepted the position of Collections Manager with CommonWealth One Federal Credit Union (formerly AMC FCU) in Alexandria, Virginia. During his twenty years with CommonWealth One FCU, André was one of the first elected officers for the Capital Area Collection Managers Roundtable Group; serving as the first Chairman from 1995 through 1998, Vice Chairman in 2000, and again as the Chairman in 2001 and 2002. His involvement with the roundtable also led him to Chair the committee that provides assistance and Collections training to small credit unions.

Originally from Washington, DC, Andre graduated from Mackin High School and went on to serve three years active duty in the United States Navy. André currently holds CUNA’s Credit Union Compliance Expert (CUCE), and Bank Secrecy Act Compliance Specialist (BSACS) designations. During his credit union career he has developed a close affiliation with the Capital Area Collection Managers Roundtable, the Capital Area Compliance Roundtable, and the Bank Secrecy Act Compliance Roundtable. André is currently a Deacon and the Minister of Transportation at the First Baptist Church of North Brentwood, Maryland. He is married, has two adult children.

Session Fees

$180 for credit unions with >$50M in assets
$90 for credit unions with <$50M in assets
$45 for credit unions with <$10M in assets

Tuition Reimbursement
Maryland and D.C.-based credit unions with up to $150 million in assets may be eligible for up to 75% educational reimbursement from the Credit Union Foundation of MD & DC.

Cancellation Policy

To cancel a registration, the attendee must send an email to the Member Relations Coordinator at chunter@mddccua.org. If the cancellation email is received 7 or more days before the training session, a refund or credit will be made minus a 30% cancellation fee. No refunds or credits will be made if the cancellation email is received within 6 days of the training session. 

Inclement Weather Policy

If MD|DC CUA reschedules a training session because of inclement weather or other uncontrollable circumstances, MD|DC CUA will make every effort to promptly notify all registrants by a website message, email or telephone. MD|DC CUA will reschedule the training session and registrations will be transferred to the new date, after which MD|DC CUA's Cancellation Policy will apply. If the training session is not re-scheduled, full refunds will be provided. 

If MD|DC CUA does not cancel a training session during inclement weather conditions or other uncontrollable circumstances, it is up to the registrant or credit union manager to decide if the registrant should attend the program. In an instance where the registrant or credit union manager decides that the inclement weather impedes the registrant's safe travel, the registration fee will be refunded minus a $50 processing fee.
