Theresa Mann began her executive career as CEO of GSA FCU, and joined the FDIC FCU team several years later in 1995. In June 2009 she helped to execute the successful merger between the FDIC FCU and the NSF FCU, now called The Partnership Federal Credit Union where she is the current President and CEO.
Theresa has over 26 years of experience in credit unions and is active on both the local and national levels. Theresa serves as Chairman to the Board of Directors for the MD|DC Credit Union Association. She also currently serves as Chairperson Credit Union Miracle Day, Inc. This organization manages the Credit Union sponsorship of the Credit Union Cherry Blossom 10 Mile Run, in Washington DC as well as the Credit Union SacTown Ten Mile Run in Sacramento, CA and during the past 11 years has raised more than $7 million for CMN affiliated hospitals nationwide.
Theresa currently serves as Chairman of the CO-OP Financial Services Audit Committee, and is a former member the XP2 Advisory Board, CO-OP Shared Service Centers Advisory Board and the Children’s Miracle Network CU for Kids Advisory Board.
Theresa received a Masters of Business Administration from Averett University, Danville, VA, as well as Bachelor of Science Degrees in both Management Science and Marketing. She lives in Virginia with her husband, their son and their Labradoodle.
Rick Wieczorek has been in the credit union industry for over 30 years, currently serving as President and Chief Executive Officer of NIH Federal Credit Union. Previously, he was President and CEO of Mid-Atlantic Federal Credit Union (MAFCU) located in Germantown MD
He started his career in the credit union industry as a teller at Northwest Federal Credit Union in 1983. While working for Northwest FCU, he earned his undergraduate degree at George Mason University and his MBA at George Washington University. After receiving his MBA Rick became a Fixed Income Securities Broker/Dealer and worked for First Empire Securities serving mostly credit unions.
Eventually he went to work for one of his clients, NRL Federal Credit Union as the CFO. During his tenure at NRL FCU, Rick created and managed their Wealth Management CUSO, while also performing the duties of the CFO. After serving as the CFO for 9 years at NRL FCU, Rick was hired by Callahan and Associates as their Executive Vice President for the Trust for Credit Unions, a firm that provides mutual funds and strategic planning services to credit unions
Rick resides in Northern Virginia with his wife Laura and three children Morgan, Kelly and Adam.
Marsha L. King, President and Chief Executive Officer of the Library of Congress Federal Credit Union, has fostered the credit union philosophy of “people helping people” for 45 years. Since 1991, she has served the Library of Congress Federal Credit Union and during her tenure, assets grew from $32 million to over $200 million. Prior to her service with the Library of Congress Federal Credit Union, she was employed at the U.S. Postal Service Credit Union where she advanced to Executive Vice President and also served as Interim President of the Credit Union.
Since 1997, Ms. King has served the MD l DC Credit Union Association (MD|DC CUA) in various roles and capacities, most recently as an active Board member with a focus to foster credit union advocacy. In addition to her volunteer involvement with MD|DC CUA, she served on the Advisory Board of the Financial Operations Association of CUES. Ms. King holds an A.A. degree from Prince George’s Community College in Business and Accounting and has attended numerous credit union schools, conferences and seminars.
Charles A. Mallon, Jr. is President and CEO of Congressional Federal serving the members and staff of the United States House of Representatives. Charlie has more than 22 years of experience in the credit union movement. Since the beginning of his career as a member service representative, Charlie has been a staunch and passionate advocate of credit union philosophy and empowering members to take control of their financial future. He currently serves on numerous industry boards and advisory panels including: Credit Union Mortgage Association, UniTrust Investment & Insurance Services, and Members Development Corporation.
Charlie is involved in various church and community activities. He currently serves on the board of Credit Union Miracle Day, Inc., supporting Children’s Hospitals nationwide. Charlie received his B.S. degree in Finance from the University of Maryland and his MBA from George Mason University.
Miguel Boluda, Jr., has been the CEO of PAHO/WHO Federal Credit Union located in Washington D.C. since May 2003. From January 1982 to May 2003, he held various staff and senior management positions at Justice FCU located in Chantilly VA. Mr. Boluda has been a member of the MD | DC Credit Union Association (MD|DC CUA) Board of Directors since January 2006. He currently serves on the MD|DC CUA Governance Committee and the Board of Directors of Credit Union Services, Inc. (CUSI). Between 2007 and 2012, Mr. Boluda held various board leadership positions including Chairman, Vice-Chair and Secretary. From March 2005 until the merger with the MD Credit Union League in December 2005 he served as a Director of the D.C. Credit Union League and Credit Union Services, Inc. Mr. Boluda has previously served in the Chairman and Treasurer positions on the Board of Directors of the Metropolitan Medical Clinic Condominium Owners Association. Mr. Boluda received his B.S. in Business from the University of Maryland, College Park. Mr. Boluda is the recipient of the 2012 MD|DC CUA Judith A. Burgin Memorial Professional of the Year Award.
Chris Conway is the President/CEO of Educational Systems Federal Credit Union, where he has worked since 1998. Chris began his credit union career over 25 years ago and has worked in lending, information systems, branches, compliance, electronic systems and finance. He is a lifelong Maryland resident and holds a Bachelor of Science degree in Business Administration from Frostburg State University.
Chris is Chairman of the Credit Union Auto Loan Network (CUALN), the premier indirect lending organization for credit unions in Maryland, DC, and Northern Virginia. He also serves on the Board of Directors of the Education Credit Union Council (ECUC), which is an association that fosters the growth of credit unions serving the education community. Chris is a member of the Metropolitan Area Credit Union Managers Association (MACUMA) and has competed in the Credit Union Cherry Blossom 10 Mile Run.
Since 2004, Chris has served on the Board of Directors of the MD|DC Credit Union Association where he has held leadership positions including Treasurer and Vice Chairman. He has also served as the Chairman of Credit Union Services Inc. (CUSI), a for-profit corporation owned by the MD|DC Credit Union Association. Over the years, Chris has volunteered his time with the Suburban Chapter of the MD|DC Credit Union Association and has served as the Chapter President.
Patricia I. Folk, President of the Credit Union and Treasurer of the Board, has been with the Allegany County Teachers’ Federal Credit Union since 1978 where she began as a Teller with two other fulltime employees. She attended Allegany College of Maryland where she received a degree in Business and Accounting. Patricia has worked in all positions at the credit union before becoming manager in 1985. Patricia has worked with NCUA in the Small Credit Union Preservation Program (SCUPP) for a number of years. Patricia has received her certification in CUNA’s Credit Union Financial Counseling curriculum in 2007 and has completed the Merit Program also sponsored by CUNA. She has served as a Board Member for the MDDCCUA from June 1998 to June 2001 and from June 2007 to the present. She has been an active member of the Western Maryland Chapter of the MDDCCUA since 1995 where she served as Secretary, currently serving as President. Patricia Folk has been an advocate in promoting Financial Literacy to the students in the Allegany County School system. She was a contributing factor in presenting to the Allegany County Board of Education a Financial Literacy program whereby the credit union provides the materials and the instruction when necessary. She volunteers her time in teaching students from the “Making the Right Moves” materials to high school students and “Saving with Randy and Mandy” books for elementary students. The Allegany County Teachers’ Federal Credit Union currently has three branches, 22 employees, is $66 million in assets and serves 7,500 members. Patricia is one of ten children, has one daughter, four step-children, and four grand-children. She is married to Jim and resides in Fort Ashby, West Virginia.
Kathleen O. Geary is the President & CEO of HEW Federal Credit Union in Washington, D.C. In this capacity, she is responsible for the overall operation of the $165 million organization. She has more than 30 years of experience in the credit union industry and has been responsible for various areas such as regulatory compliance, marketing, accounting, member services and investment operations.
Mrs. Geary currently serves as a director on the MD | DC Credit Union Association as well as the president of the DC Chapter and the chair of the Advocacy Committee. In addition to her roles at the Association, Mrs. Geary serves on the board of directors for the Credit Union Mortgage Association and the Geary-O’Hara Family Foundation, and the board of trustees for the Credit Union Legislative Action Committee.
Geary holds a Bachelor of Business Administration in Accounting from The George Washington University.
David is a graduate of Harvard, earned a law degree from the University of Maryland and a Masters of Science in Business Administration from George Washington University. He has retired from a distinguished career of civil service with the Department of Army where he earned many outstanding and exceptional service awards as a key executive. David has served as a member of the Board of Directors for Aberdeen Proving Ground Federal Credit Union for over thirty years, fourteen as chairman. He is currently an elected Director for Region II of the National Association of Federal Credit Unions and has lobbied for important changes to federal laws and regulations. He also serves as a member of the Maryland & DC Credit Union Association’s Governmental Affairs Committee. He is a strong advocate of people working together to achieve a better life for themselves and their community through the financial services provided by credit unions. To further the credit union movement and philosophy he has made special efforts to help encourage the recruitment and development of outstanding volunteers. David has served on many civil, academic, and religious organizations in leadership capacities. He is consultant to executives and has been an invited speaker at many different state credit union league annual meetings to present education sessions such as: evaluating boards of directors, evaluating CEO’s, attracting outstanding volunteers and overlooked benefits of being a credit union volunteer. He is an active leader in the National Association of Credit Union Chairmen and a charter member of the Maryland Chairman’s Forum designed to assist smaller credit unions by sharing information and providing advice. He is married to former Doris Lee Fiedler and lives in Bel Air, Maryland. They have 5 children and 10 grandchildren. His hobbies and other interests are skiing, tennis, sailing and the Maryland Senior Olympics. However, David enjoys spending a large amount of his time promoting the role of volunteers in credit unions.
Bernard (Bernie) McLaughlin is President/CEO of Point Breeze Credit Union based in Hunt Valley, Maryland. A 34-year veteran of the financial services industry, his experience spans both banks and credit unions in Kansas, Maryland, New Hampshire, and Virginia. Prior to joining Point Breeze in February of 2013, he was the President/CEO of Members First Credit Union in Manchester, NH.
Bernie serves on the Board of Directors of the Hunt Valley Business Forum and is Vice Chair ofthe MD|DC CUA’s Advocacy Committee and was recently appointed to the Association’s Board of Directors. He is a graduate of the American Bankers Association’s Stonier Graduate School of Banking at Georgetown University and its Commercial Lending School at SMU, Dallas, TX.
In keeping with Point Breeze’s strong commitment in being a good neighbor and giving back to its community, Bernie currently serves as a Mentor for the “Bridges Program” at St. Paul’s School. St. Paul’s was founded with the goal of making summer into a time of growth rather than a time of regression for motivated, but underserved East Baltimore students.
Bernie and his wife, who have two grown sons, reside in Maryland.
Jim Norris is President and CEO of Montgomery County Employees Federal Credit Union, based in Germantown, Maryland. Montgomery County Employees FCU caters to county, school district and Montgomery College employees, as well as their relatives and those of the nonprofit Arc of Montgomery County.
Heavily involved in local and professional groups, he holds a position on the Board of Directors for the MD I DC Credit Union Association and is Vice President of the Association’s Suburban Maryland Chapter. He also is past president of the Association’s Baltimore and Suburban Chapters and past vice president of its Washington, DC Chapter.
With an interest in political advocacy on behalf of the credit union industry, Jim has lobbied on several issues of importance in Congress, including debit card interchange rules and is actively involved at the state legislative level attending numerous professional association events in Annapolis and DC.
Past business experience includes the State Employee Credit Union of Maryland, which has 231,000 members and $2.6 billion in assets, and NIH Federal Credit Union where he was Vice President of Delivery Systems. Jim was president and CEO of the AFL-CIO Employees Federal Credit Union before coming to Montgomery County Employees FCU. He began his credit union career as Manager/CEO of the Mercy Hospital Federal Credit Union in 1981.
Jim holds a Bachelor of Science in business and marketing from the University of Maryland, College Park.
Jim promotes credit union values, cooperation, fun and networking opportunities and is married to another credit union professional, Kathleen (Nymeo Federal Credit Union). Jim and Kathy have 3 children, Christine, Daniel and Shane and 3 grandchildren.
Lois Profili started her career at First Eagle FCU in 1982 and has been President and CEO since 2001. First Eagle serves a nationwide membership, with five branches in four states. Membership consists primarily of the employees of Zurich American and American General insurance companies.
She has served as the Baltimore Chapter Association Director at the MD | DC Credit Union Association since 2011, and has been a member of the Baltimore Chapter Board since 2000. Lois is also a current member of the Supervisory Committee for Mid-Atlantic Corporate FCU.
Lois holds a Bachelor of Arts Degree in Finance from Notre Dame of Maryland University and is a graduate of CUNA Management School.
Rod Staatz has been President and CEO of SECU Credit Union since 2003. With over 39 years of financial experience, Rod has held various executive banking positions before joining the credit union movement in 1996. SECU is a $3 billion credit union headquartered in Linthicum, Maryland with over 230,000 members.
Working in both the banking and credit union worlds has given Rod a unique appreciation for what credit unions provide that for-profit financial institutions can't.
Rod serves as Chairman of the CUNA (Credit Union National Association) Board of Directors. He also sits on the Boards of CSCU (Card Services for Credit Unions), OTS (Open Technology Solutions), Shared Services Solutions (S3) and the Maryland/DC Credit Union Association.
