How Credit Unions Can Expand Support for Small Businesses in Delaware
The MD|DC Credit Union Association’s Advocacy Team recently met with Delaware’s Division of Small Business (DSB) to learn more about programs that help credit unions support small business growth across the state.

During the meeting, DSB encouraged more credit unions to participate in two state-supported lending programs, including the Delaware Loan Participation Program. This program allows credit unions to partner with the state to provide loans to small businesses that may not otherwise qualify for affordable financing.
Through this partnership, the state backs a portion of each loan, helping to reduce risk. Credit unions keep the direct relationship with the borrower, ensuring that capital and decision-making remain local and community-focused.
The Delaware Capital Access Program also supports small businesses, especially those with limited collateral or minor credit challenges. The program uses a risk-pooling model, where funds from multiple borrowers are combined and can be used by the financial institution as added collateral.
The programs offer credit unions the ability to expand access to credit, strengthen local communities, and support more small businesses throughout Delaware.
Del-One Federal Credit Union participates in the programs, with an additional credit union going through the approval process. If your credit union would like more information, please contact the Association’s VP of Advocacy, Rory Murray at Rmurray@mddccua.org
