Association Joins Bill Signing with Governor and Legislative Leaders
The Association was invited to attend the bill signing ceremony for the Maryland Secondary Market Stability Act of 2025. VP of Advocacy Rory Murray joined Governor Wes Moore, Senate President Bill Ferguson and House Speaker Adrienne Jones at the State House last week.

The legislation addresses the implications of the Estate of Brown v. Ward court decision regarding the licensing of mortgage loan holders. It clarifies that passive trusts acquiring or being assigned mortgages are exempt from Maryland’s mortgage lender licensing requirements, ensuring the continued liquidity of the secondary mortgage market in the state. The bill also establishes a one-year study commission to further review the issue.
