New Year, New Laws Take Effect
Starting January 1, several new laws and regulations took effect impacting businesses and workers in the District of Columbia, Virginia, and Delaware.
District of Columbia: DC businesses are required to accept cash payments. The law prohibits retailers from refusing cash, displaying signs denying cash payments, or charging extra for cash transactions. Exceptions include online shopping, liquor sales, or late-night operations.
Virginia: The state’s minimum wage has risen from $12.00 to $12.41 per hour, requiring employers covered by the Virginia Minimum Wage Act to adjust their pay accordingly.
Delaware: Delaware’s minimum wage increased from $13.35 to $15.00 per hour. Additionally, the state is progressing toward its paid leave program, set to fully launch in 2026. Starting in 2025, employers in the plan will implement payroll deductions if employees contribute to Delaware Paid Leave. Employees can begin filing claims for paid leave payments on January 1, 2026.
